Asian Porcelain Ceramic Urn-Planter-Pot Navy with Gold Very Large maybe Japanese

I don’t know a lot about this piece. I inherited it from my father who, I believe, bought it in Southeast Asia in the 1970’s, possibly Japan.
It’s very large. Approximate dimensions:
height:                                  18 inches
diameter at base:                  14 inches
diameter at top:                    20 inches
As shown in photos:
Navy background, gold design of stylized flowers and gold pattern around outer lip
Interior is light blue
Bottom is stamped with numbers and some text
Inside stained/pitted from use as a planter. Could benefit from a cleaning if desired, but I don’t have a sink big enough.
